Constructed of Gold, on loop for suspension from a period incorrect replacement ribbon, the obverse bearing a raised monogram of King Wilhelm, situated above a grade institution date of 1890, the reverse bearing a central raised inscription of VERDIENST UM DEN STAAT (SERVICE TO THE STATE), situated within a circular laurel leaf wreath,
